The Community Participation in Railway Safety Mission is a public-awareness and social-responsibility initiative of the All India Rail Safety Council (AIRSC). The Mission aims to strengthen railway-safety awareness by encouraging students, teachers, parents, passengers, residents, educational institutions, voluntary organisations and community leaders to contribute responsibly to the prevention of accidents and the protection of human life.
Railway safety is a shared public responsibility. While railway authorities and authorised agencies manage infrastructure, operations, security and emergency response, communities can make an important contribution through alert behaviour, respect for safety rules and the responsible communication of verified safety messages. Every person who uses a railway station, travels by train, crosses a railway line or lives near railway property has a duty to remain careful, disciplined and aware.
The Mission promotes safe behaviour at railway stations, platforms, level crossings, foot overbridges, subways and other passenger areas. It encourages people to use only authorised crossings, obey warning signals, remain behind platform safety lines, avoid trespassing and never walk, sit, play or take photographs on railway tracks. Passengers are also encouraged to avoid boarding or alighting from moving trains, travelling on footboards, blocking doors, leaning outside coaches or engaging in any behaviour that may endanger themselves or others.
Special attention is given to communities located near railway tracks and level crossings. Schools, families and local institutions in these areas can help children identify safe travel routes, understand warning signs and recognise the serious dangers of shortcuts across railway lines. Parents and teachers should repeatedly remind children never to cross beneath closed gates, climb over barriers, enter restricted areas or use mobile phones and earphones while approaching railway crossings.
Children and young people can become powerful ambassadors for railway safety. Through the message “Learn Safety • Practise Safety • Share Safety,” students can carry accurate safety guidance from the classroom to their families and communities. A child who reminds a family member to use a foot overbridge, wait behind the platform safety line or avoid an unsafe crossing can help prevent an accident and protect a precious life.
The Mission encourages schools and colleges to organise railway-safety assemblies, awareness classes, poster competitions, quizzes, essay-writing activities, pledge programmes and student-led campaigns. RailVidya – Children’s Railway and Metro Safety Education Programme, the educational wing of AIRSC, can support this effort by providing age-appropriate learning materials, digital resources, safety messages and structured awareness activities.
Teachers, parents and community volunteers have an important role in shaping responsible behaviour. Their conduct should demonstrate patience, discipline and respect for railway rules. When adults consistently follow authorised procedures and avoid unsafe shortcuts, children learn that safety is not merely an instruction but a lifelong value and public duty.
Community participation also includes responsible observation and reporting. If a person notices damaged fencing, unsafe public behaviour, an unattended object, a blocked access route, suspected trespassing or another potential hazard, the matter should be reported promptly through official railway, security or emergency channels. Members of the public should never enter tracks, electrical areas, restricted premises or operational zones to investigate or intervene independently. Safety concerns must always be handled by authorised personnel.
The Mission strongly promotes accurate and responsible communication. Railway-related warnings, emergency information and public advisories should be obtained from official and reliable sources before being shared. Unverified messages, alarming rumours, misleading photographs and false emergency information can create confusion and obstruct the work of responsible authorities. Digital platforms should therefore be used to spread verified awareness, promote disciplined behaviour and support a positive culture of prevention.
Community cooperation becomes especially important during emergencies, overcrowding, severe weather and service disruptions. Passengers should remain calm, follow official announcements, keep emergency routes clear and provide appropriate assistance to children, senior citizens and persons with disabilities—without placing themselves or others at risk. Discipline and cooperation during critical situations can support an orderly response and reduce avoidable harm.
The Mission welcomes responsible participation from educational institutions, resident associations, professional bodies, youth groups, civil-society organisations and socially committed institutions. Such participation may include awareness programmes, educational campaigns and community outreach conducted with appropriate permission and in coordination with relevant authorities. No activity should obstruct railway operations, enter restricted property or represent itself as an official railway enforcement function.
The Community Participation in Railway Safety Mission seeks to transform safety awareness into a continuing people’s movement. Its purpose is to build informed passengers, vigilant families, responsible students and safety-conscious communities who understand that one careful decision, one timely warning and one responsible action can save a life.
